We present the architecture, features, and implementation of a UAV system in civil activities, as well as the expected effect of its use. Most citizens are expected to use UAV for recording the reconstruction process, to take aerial group photographs, and create disaster educational materials. It is crucial to cultivate more young operators, since UAV functions are difficulty and require training. Overall, our system should give great importance to disasters.（本研究では市民活動における無人航空機システムの構造設計、特徴を示し、実装例とその効果を示した。被災地域における多くの市民は復興過程の記録に有用であると感じており、防災教育教材としても有用であると回答した。しかしながらUAVを操縦できる若い技術者が必要であり、育成することが課題となっている。総じて本システムは災害時において重要であるとの結果が得られた。）
